The Superintendent of Schools and Pawtucket Teachers' Alliance President have carefully considered the RI Commissioner’s recent guidance on evaluating teachers according to the cyclical process. Please note the following updates to Pawtucket’s Evaluation model for 2015-16:

 

  • Educators who were scheduled to be evaluated during the 2015-16 school year BASED ONLY ON receiving a Final Effectiveness Rating of “Effective” in the 2013-14 school year:

 

a.       Those who have already had their FORMAL OBSERVATION this year will still be evaluated this year, but will be rated on only one (1) component in each of Standards 2 and 3, as with the Targeted Evaluation Cycle that was in place in 2013-14. (NOTE: If the evaluator and teacher cannot agree on one (1) component, they will be evaluated on two (2) components, one (1) chose by the evaluator and one (1) chosen by the teacher. (Standards 1 & 4, SLO/SOO's will be rated as usual, no change.) Guidance will be sent soon regarding indicating chosen components for Standards 2&3.

b.      Those who have NOT already had their Formal Observation this year will have two options:

i.      Delay his/her evaluation until 2016-17.

ii.      Be evaluated this year, but be rated on only one (1) component in each of Standards 2 and 3, as with the Targeted Evaluation Cycle that was in place in 2013-14. (NOTE: If the evaluator and teacher cannot agree on one (1) component, they will be evaluated on two (2) components, one (1) chose by the evaluator and one (1) chosen by the teacher. (Standards 1 & 4, SLO/SOO's will be rated as usual, no change.) Guidance will be sent soon regarding indicating chosen components for Standards 2&3.

  • Educators who were scheduled to be evaluated during the 2016-17 school year BASED ONLY ON receiving a Final Effectiveness Rating of “Highly Effective” in the 2013-14 school year will be evaluated in 2017-18 instead of 2016-17. (No further action is necessary.)

 

  • Educators who are scheduled to be evaluated BASED ON ANY OTHER REASON, including non-tenure status, change of job assignment, change of grade span, use of new certificate, no FER from the previous year due to extended absence, etc. WILL BE EVALUATED using the FULL EVALUATION model during this 2015-16 school year. (No further action is necessary.)

Please take a moment to review the following FAQs.

Q: Who is receiving a COMPREHENSIVE evaluation (not eligible for the Cyclical Process)?

A: Educators who:

  • Have a Final Effectiveness Rating (FER) of Ineffective or Developing

  • Do not receive a FER during an Evaluation year (due to extended absence, etc.)

    • This does NOT include those who were not evaluated due to being in the Cyclical Process (previous FER of Effective or Highly Effective)

  • Are non-tenured

    • If an educator receives a FER of Effective or Highly Effective, and will have tenure for the upcoming year, the law applies to them and they should follow the guidance in the chart below (E.g.) Jane is non-tenured in 2014-15. Her FER is Effective. She is granted tenure for the 2015-16 school year, so she would next be evaluated in 2016-2017.

  • Change job assignments grade spans, based on the contract language that identifies grade spans as Pre-K through Grade 2, Grade 3 through Grade 6, and Grade 7 through 12. This also pertains to educators changing roles, such as specialist to classroom teacher, etc. Each move will be examined by the DEC and the educator will be informed as to whether or not their change of job assignment will require them to be evaluated, regardless of their FER (Final Effectiveness Rating).


Q: Who is eligible for the Cyclical Process, according to the law?

A: Tenured educators who receive a FER of Effective or Highly Effective.


Q: Are Support Professionals included in the new updates?

A: Yes, Support Professionals are included anywhere the term “educator” is used.


Q:  What if I had a D or IE FER in 2014-2015?

A: If your previous Final Effectiveness Rating (FER) was a D or IE,  there is no change. You will be evaluated this year.


Q: If I am being evaluated this year what about SLO/SOO/PGG?

A: During any evaluation year, you must complete a minimum of two (2) SLO/SOO & one (1) PGG.


Q: If I am evaluated this year and targeting some components in Standards 2 & 3, does this count as a full evaluation?

A:  Yes, you will get a Final Effectiveness rating.


Q:  If I am eligible and choose to delay my evaluation until 2016-17,  do I have to finish my SLO’s?  

A: No, on a non-evaluation year, the only requirement is an Annual Conference (defined on the Evaluation website).

Implications of the New Evaluation Law

The DEC (District Evaluation Committee) met on July 17, 2014, to address the implications of the new Evaluation Law (click to read the language of the law).


In order to meet the requirements of this new law:

  • Educators who received a Final Effectiveness Rating of Effective or Highly Effective will not be evaluated during the 2014-15 school year. 

  • The only requirement for them is to participate in an Annual Conference*. 
    • *Annual Conferences are being defined in Pawtucket as a meaningful conversation between the building principal and the educator who is not in an evaluation year. This conference will be scheduled between the first day of the school year and the last day of summative conferences (as determined by the due dates set annually by the DEC),will be no less than fifteen (15) minutes in duration. Annual conferences may take place individually or in groups, as mutually agreed upon by the evaluator and evaluatee.

  • These educators do NOT have to complete SLO's, PGG's or any other requirements for Standards 1-4.

EXCEPTIONS:
  • Educators who did not receive a FER (due to extended absence, Support Professionals in gradual implementation year, job assignment for which they did not complete SLO's, etc.)

  • Educators who are non-tenured (see Page 1, (c))

  • Educators who change job assignments grade spans (see Page 2, (e)), based on the contract language that identifies grade spans as PreK through Grade 2, Grade 3 through Grade 6, and Grade 7 through 12. This also pertains to educators changing roles, such as specialist to classroom teacher, etc. Each move will be examined by the DEC and the educator will be informed as to whether or not their change of job assignment will require them to be evaluated regardless of their FER (Final Effectiveness Rating).

  • Educators who fall under one of these categories will receive an additional email notifying them of their evaluation status for 2014-15.

Professional Development (4.4a) Note:
The Standard 4 Guidance has been revised to note that any PD between Summative Conferences may be included for an evaluation. This means that educators can count PD from the day after their Summative Conference for the 2013-14 school year through until they submit their PGR evidence six (6) days prior to the Summative Conference for the next year during which they are evaluated. This updated Standard 4 Guidance can be found on the Evaluation Web Site.


Looking Forward:
The DEC will be meeting in September to determine how educators will be placed into an evaluation cycle of not more than once every two years (Effective) and not more than once every three (3) years (Highly Effective). That information, which will affect educators for the 2015-16 school year, will be communicated as soon as it is determined.
